HR 5046 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Census Clarification and Privacy Act
To amend title 13, United States Code, to require the inclusion of a statement within the decennial census questionnaire and the American Community Survey regarding certain response requirements, and for other purposes.
Summary
This bill requires the Census Bureau to include a statement on the front of decennial census and American Community Survey questionnaires informing respondents that they are constitutionally required only to provide the number of people in their residence, and that all other questions are optional. The statement must be printed conspicuously on the front of each questionnaire. The bill also limits penalties for census non-response to cases where an individual refuses or willfully fails to answer questions about the number of household residents, or provides false answers to those questions. Penalties no longer apply to refusing to answer other questions on the census or survey.
