To amend the District of Columbia Home Rule Act to extend the emergency period during which the President may exercise control over the Metropolitan Police Department.
Summary
This bill amends the District of Columbia Home Rule Act to extend the emergency period during which the President may exercise control over the Metropolitan Police Department from 30 days to 180 days. The change applies to all references to the emergency period length in Section 740 of the D.C. Home Rule Act. The bill applies retroactively to emergencies declared by the President before the bill's enactment, meaning previously declared emergencies would now have 180 days instead of 30 days of Presidential control. Under current law, the President can declare an emergency in D.C. and assume control of the police department, but only for the specified period before such authority expires. This extension allows the emergency authority to remain in effect longer.
