Affordable Commutes Act of 2025

To direct the Secretary of Transportation to conduct an investigation and study relating to purchasing certain toll roads owned by private entities and transferring ownership of such toll roads to States, and for other purposes.

Introduced Aug 19, 2025

Latest action (Aug 20, 2025) Referred to the Subcommittee on Highways and Transit.

Summary

This bill directs the Secretary of Transportation to investigate price-setting practices on privately owned toll roads to identify any instances of price gouging, unfair practices, or unreasonable toll pricing. If the Secretary finds evidence of such practices, the department must refer the cases to the Attorney General and Federal Trade Commission for potential enforcement action. The Secretary must also conduct a study on the feasibility of the federal government purchasing toll roads from private entities and transferring ownership to the states in which the roads are located, including whether state ownership would result in lower toll costs for consumers. Within one year of enactment, the Secretary must report to Congress with the investigation results, study findings, and recommendations for addressing pricing issues and implementing potential purchases and transfers. The bill does not authorize or appropriate funds for any purchases, but rather directs an investigation and study to inform future policy decisions.
