To authorize an exception to the prohibition on the construction of naval vessels in foreign shipyards, and for other purposes.
Summary
This bill creates an exception to the federal prohibition on constructing naval vessels in foreign shipyards. The exception allows construction in foreign shipyards located in NATO member countries or Indo-Pacific region countries with mutual defense treaties with the United States, provided the construction cost is less than it would be in a domestic shipyard. Before construction can commence, the Secretary of the Navy must certify that the foreign shipyard is not owned or operated by a Chinese company or multinational company based in China.
