A BILL
To amend section 148 of title 23, United States Code, to ensure blue envelope programs are eligible for certain safety project funding, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Blue Envelope Act of 2025”.
SEC. 2. HIGHWAY SAFETY IMPROVEMENT PROGRAM.
Section 148(a)(11)(B)(ii) of title 23, United States Code, is amended by striking “laws;” and inserting “laws, including a project to improve interactions between a motor vehicle operator who has difficulty communicating through speech and a law enforcement officer during a motor vehicle stop, commonly referred to as a ‘blue envelope program’;”. <all>
