Federal Employee Flexibility Act of 1998
To expand authority for programs to encourage Federal employees to commute by means other than single-occupancy motor vehicles to include an option to pay cash for agency-provided parking spaces, and for other purposes.
Summary
This bill expands federal employee benefit programs to allow agencies to offer employees a taxable cash payment as an alternative to providing them with agency-paid parking spaces. The bill amends federal law to add this cash-in-lieu option to existing programs that encourage federal employees to use transportation methods other than single-occupancy vehicles for their commute. By providing this option, agencies can give employees flexibility to choose between parking benefits and cash payments based on their individual commuting needs. The cash payment option would be subject to federal income taxation.
