Ms. Lee of Florida (for herself and Mr. Pfluger) introduced the following bill; which was referred to the Committee on Energy and Commerce

A BILL

To amend the Natural Gas Act to clarify the treatment of bunkering as an export, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Cutting LNG Bunkering Red Tape Act”.

SEC. 2. TREATMENT OF BUNKERING.

Section 3 of the Natural Gas Act (15 U.S.C. 717b) is amended by adding at the end the following:

“(g) Bunkering.—For purposes of this section, the bunkering of natural gas for use by the receiving vessel as marine fuel shall not be considered an export unless the transfer of such natural gas to the receiving vessel occurs in the territorial sea or inland waters of a foreign country, regardless of the flag or country of registry of either vessel.”. <all>
