Summary

The Furthering American Security by Tempering Environmental Regulations Act requires the Department of Homeland Security to conduct surveys of tactical infrastructure and technology along the southern border every two years, beginning within 180 days of enactment. Each survey must measure the miles of border lacking tactical infrastructure, describe deficiencies in existing infrastructure, and identify technology deficiencies. Within 90 days of each survey, DHS must report findings to the House and Senate Homeland Security committees in unclassified format, with the option to include classified annexes. If the Secretary identifies deficiencies in tactical infrastructure or technology, the department may take actions to address them, including exercising waiver authority to expedite corrections. Deficiencies are defined as infrastructure or technology that is non-operational or cannot serve its intended function due to damage, deterioration, or unmet maintenance needs.
