Express Loans Improvements Act of 2010
To amend the Small Business Act to improve the Express Loan Program, and for other purposes.
Summary
This bill improves the Small Business Administration's Express Loan Program by temporarily increasing the federal guarantee on these loans from 50 percent to 75 percent for two years, after which it becomes a permanent 60 percent guarantee. The maximum loan amount available under the program is increased from $350,000 to $1,000,000. The bill requires the SBA to issue regulations within 180 days establishing requirements for loan eligibility, lender eligibility, and collateral to minimize federal losses, and to submit annual reports to Congress on program implementation and efforts to reduce default rates.
