Mr. Taylor of North Carolina introduced the following bill; which was referred jointly to the Committees on House Administration and Post Office and Civil Service

A BILL

To change election day for Federal offices to the first Monday in November and to make election day a legal public holiday.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. FEDERAL ELECTIONS TO BE HELD ON THE FIRST MONDAY IN NOVEMBER OF EACH EVEN-NUMBERED YEAR.

Section 25 of the Revised Statutes of the United States (2 U.S.C.

7) and section 1 of title 3, United States Code, are each amended by striking out “Tuesday next after the”.

SEC. 2. ELECTION DAY TO BE A LEGAL PUBLIC HOLIDAY.

Section 6103(a) of title 5, United States Code, is amended by inserting after the item relating to Columbus Day the following new item: “Election Day, the first Monday in November of each even-numbered year.”
