HR 407 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. To exclude the imposition of duties and import quotas from the authorities provided to the President under the International Emergency Economic Powers Act.
Summary
This bill amends the International Emergency Economic Powers Act to clarify that the President's authority during national emergencies does not include the power to impose tariffs, tariff-rate quotas, or other import quotas on articles entering the United States. The amendment adds a new subsection to Section 203 of the act explicitly excluding these duties and quotas from the President's emergency economic authorities. This limits the President's ability to use emergency powers to impose trade restrictions.
