CBP Canine Home Kenneling Pilot Act

H. R. 4057 To establish a pilot program on home kenneling of canines for U.S. Customs and Border Protections Office of Field Operations, and for other purposes.

Introduced Jun 20, 2025

Latest action (Sep 26, 2025) Placed on the Union Calendar, Calendar No. 266.

Summary

This bill would direct U.S. Customs and Border Protection to establish a pilot program allowing canine handlers to house and care for their working dogs at their homes instead of in centralized kennels. The pilot program would include at least ten ports of entry with participation from seaports, airports, and land ports in both urban and rural areas, with handler participation on a voluntary basis. The Executive Assistant Commissioner would provide training to handlers on canine daily care and disseminate best practices for integrating working dogs into their residences. The pilot program would run for at least two years but no more than three years. CBP would submit a report to Congress comparing home kenneling with centralized kenneling practices, including analysis of costs, job performance, and canine health and wellbeing, and make recommendations on whether to continue the practice.
