Summary

This bill amends the Balanced Budget and Emergency Deficit Control Act to change how the Congressional Budget Office calculates spending baselines used in budget negotiations. It excludes emergency spending and supplemental appropriations from CBO baseline projections for discretionary spending. The baseline is used to measure whether Congress is exceeding spending caps and deficit targets, so excluding emergency and supplemental funds would lower the baseline used in those calculations. The bill applies these changes to how Congress measures discretionary spending going forward. The stated purpose is to prevent emergency and supplemental spending from automatically increasing future spending caps and budget baselines.
