It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Water Quality Criteria Development and Transparency Act
To amend the Federal Water Pollution Control Act with respect to water quality criteria development and transparency, and for other purposes.
Summary
This bill amends the Federal Water Pollution Control Act to require the Environmental Protection Agency to issue any new or revised water quality criteria through formal rulemaking procedures under the Administrative Procedure Act, rather than through guidance or other mechanisms. The bill also makes such water quality criteria subject to judicial review. These changes are intended to increase transparency and public participation in the development of water quality standards by requiring notice, public comment periods, and formal review procedures.
