VA Mental Health Outreach and Engagement Act

H. R. 3863 To amend title 38, United States Code, to direct the Secretary of Veterans Affairs to furnish annual mental health consultations to certain veterans, and for other purposes.

Introduced Jun 10, 2025

Latest action (May 4, 2026) Placed on the Union Calendar, Calendar No. 550.

Summary

The VA Mental Health Outreach and Engagement Act would require the Department of Veterans Affairs to offer annual mental health consultations to veterans receiving disability compensation for service-connected mental health conditions. The VA would also conduct at least annual outreach to these veterans about available mental health services using multiple contact methods, including telephone calls, text messages, emails, or letters, unless a veteran opts out. The bill specifies outreach methods, requiring at least one successful contact attempt or two additional attempts if initial contact fails. The bill requires the VA to submit annual reports to Congress for four years on outreach success rates, and directs the Government Accountability Office to review and report on the program's effects within two years.
