Reducing Regulatory Burdens Act of 2025
To amend the Federal Insecticide, Fungicide, and Rodenticide Act and the Federal Water Pollution Control Act to clarify Congressional intent regarding the regulation of the use of pesticides in or near navigable waters, and for other purposes.
Summary
This bill clarifies how pesticides are regulated when discharged into navigable waters by amending the Federal Insecticide, Fungicide, and Rodenticide Act and the Federal Water Pollution Control Act. It specifies that permits are not required under the Clean Water Act for discharges of pesticides that are authorized for sale and use under federal law, or their residues, resulting from proper application. The bill includes exceptions for discharges resulting from violations of pesticide regulations relevant to water quality, stormwater discharges subject to other regulations, and certain industrial discharges including manufacturing effluent and vessel-related discharges.
