Weather Workforce Improvement Act
To waive certain legal requirements to permit the Director of the National Weather Service to expeditiously hire for positions that are critical for public safety, and for other purposes.
Summary
This bill grants the Director of the National Weather Service expedited hiring authority to fill critical positions without certain federal hiring procedures, including meteorologists, hydrologists, computer specialists, and technicians. The direct hire authority expires after two years or once critical staffing needs are filled. The bill also requires the National Weather Service to submit annual assessments to Congress on hiring milestones and on-boarding timelines, as well as assessments on the health and morale impacts of required rotating shift work on employees. The assessments may include recommendations for mitigating these impacts and improving employee benefits.
