Mental Health in Schools Excellence Program Act of 2025
To establish the Mental Health in Schools Excellence Program to increase the recruitment and retention of school-based mental health services providers, and for other purposes.
Summary
The bill establishes the Mental Health in Schools Excellence Program, which pairs contributions from graduate institutions with matching federal funds from the Department of Education to help pay for graduate students pursuing degrees in school-based mental health fields. Eligible graduate institutions offer accredited programs in school psychology, school counseling, school social work, or other school-based mental health fields and enter into agreements with the Secretary specifying their contribution amounts and the number of students they will support. The program prioritizes outreach to undergraduates who previously received Federal Pell Grants or attended minority-serving institutions, and the Department of Education must maintain a publicly available list of participating institutions.
