To amend section 235 of the Immigration and Nationality Act to provide for an exception from expedited removal for certain countries concern.
Summary
The Artemis Act of 2025 amends immigration law to create an exception from expedited removal procedures for certain aliens based on their country of origin or destination. Specifically, the law prohibits expedited removal for aliens who are citizens or natives of countries designated by the Secretary of State as "countries of concern"—defined as countries the State Department identifies as countries of particular concern for religious freedom issues or special watch list countries under the International Religious Freedom Act of 1998. The law also prevents the removal of such aliens to these designated countries through expedited removal procedures.
