HEADWAY Act

To amend the Head Start Act to permit some teachers in Early Head Start programs to teach while earning a child development associate credential.

Introduced Jan 13, 2025

Latest action (Jan 13, 2025) Referred to the House Committee on Education and Workforce.

Summary

This bill amends the Head Start Act to modify teacher qualification requirements in Early Head Start programs. Instead of requiring all teachers to hold a minimum credential, it requires at least one teacher per classroom to have the minimum qualification, allowing other teachers to work while earning a child development associate credential. Teachers working toward the credential must be assigned a mentor provided by the Early Head Start agency to guide their progress and training in early childhood development. The bill removes previous deadlines associated with these requirements, giving programs more flexibility in workforce development and hiring practices.
