A BILL

To amend title 38, United States Code, to modify authorities relating to the collective bargaining of employees in the Veterans Health Administration.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “VA Employee Fairness Act of 2025”.

SEC. 2. MODIFICATION OF AUTHORITIES ON COLLECTIVE BARGAINING OF EMPLOYEES OF THE VETERANS HEALTH ADMINISTRATION.

(a) In General.—Section 7422 of title 38, United States Code, is amended—

(1) by striking subsections (b), (c), and (d); and

(2) by redesignating subsection (e) as subsection (b).

(b) Rule of Construction.—The amendments made by subsection (a) may not be construed to affect the authorities of the Secretary of Veterans Affairs regarding incentive pay and expedited hiring under section 706 of title 38, United States Code, or other similar provisions of law. <all>
