HR 315 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Summary
This bill allows FEMA to waive federal procurement requirements during emergencies declared under the Stafford Act. Specifically, it permits Puerto Rico, the District of Columbia, American Samoa, and the U.S. Virgin Islands to bypass federal procurement regulations when making purchases or issuing contracts in response to an emergency declaration. The waiver applies only during the emergency period and enables these territories to expedite procurement without compliance with standard federal acquisition rules.
