HR 2855 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Protecting Medical Research Funding Act
To limit the impoundment, transfer, or reprogramming of Federal funds made available for the National Institutes of Health, and for other purposes.
Summary
This bill would limit the executive branch's ability to impound, transfer, or reprogram discretionary appropriations made to the National Institutes of Health. Currently, the Impoundment Control Act allows some flexibility in how agencies use appropriated funds. The bill would require that any changes to NIH funding require new statutory authority enacted by Congress with specific reference to this Act. The Secretary of Health and Human Services would be required to certify compliance with this requirement within 30 days of the bill's enactment and annually thereafter. Congress would receive reports on whether the NIH and HHS are complying with these restrictions on fund management.
