To establish the American Collegiate Sports Association, and for other purposes.
Summary
This bill would establish the American Collegiate Sports Association (ACSA) to replace the NCAA in overseeing college sports. The ACSA would be governed by a commissioner appointed by the President and confirmed by the Senate, serving 4-year terms. Member institutions would be required to equally distribute all athletic revenue from ticket sales, merchandise, sponsorships, broadcasting, and name-image-likeness deals among student athletes and institutions. The bill would mandate that student athletes can transfer freely between schools, limit coach salaries to no more than 10 times the full cost of attendance, and organize athletic conferences by geographic time zone. Colleges receiving federal funding would be required to participate in the ACSA and comply with these requirements.
