Protect TANF Resources for Families Act
To amend part A of title IV of the Social Security Act to ensure that Federal funds provided under the program of block grants to States for temporary assistance for needy families are used to supplement State spending, and for other purposes.
Summary
The bill amends the Temporary Assistance for Needy Families (TANF) program to require states to use federal block grant funds to supplement, rather than replace, state and local spending on TANF-related services and activities. The bill adds a certification requirement that each state's chief executive officer must certify that federal TANF funds will not be used to supplant or reduce state or non-federal funds for programs under the TANF program. This supplementation requirement takes effect on October 1, 2025. The bill also reauthorizes TANF program activities through September 30, 2026, at fiscal year 2023 funding levels and appropriates necessary funds for this purpose. The legislation is intended to ensure that federal TANF funds increase the total resources available for assistance to needy families rather than allowing states to substitute federal money for state spending.
