A BILL
To remove the dunes sagebrush lizard from the lists of threatened species and endangered species published pursuant to the Endangered Species Act of 1973 and to amend that Act to exclude the dunes sagebrush lizard from the authority of that Act.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Limiting Incredulous Zealots Against Restricting Drilling Act of 2025” or the “LIZARD Act of 2025”.
SEC. 2. DELISTING OF DUNES SAGEBRUSH LIZARD.
(a) In General.—Notwithstanding any other provision of law, the dunes sagebrush lizard (Sceloporus arenicolus), is removed from the lists of threatened species and endangered species, as applicable, that are published pursuant to section 4 of the Endangered Species Act of 1973 (16 U.S.C. 1533).
(b) Exclusion of Dunes Sagebrush Lizard From Listing.—Section 4(a) of the Endangered Species Act of 1973 (16 U.S.C. 1533(a)) is amended—
(1) in paragraph (1), by striking “The Secretary shall by regulation” and inserting “Except as provided in paragraph
(4), the Secretary shall by regulation”; and
(2) by adding at the end the following:
“(4) Applicability to Dunes Sagebrush Lizard.—The Secretary may not make a determination under this subsection that the dunes sagebrush lizard (Sceloporus arenicolus) is a threatened species or an endangered species.”. <all>
