To prohibit certain removals of employees of the Department of Health and Human Services and sub-agencies and operating divisions thereof, and for other purposes.
Summary
This bill prohibits the use of federal funds to remove employees from the Department of Health and Human Services or its sub-agencies and operating divisions if the removals total 3 percent or more of the workforce within a 60-day period. The restriction applies to any type of agency action, including reductions in force or reorganizations, whether they affect the entire department or individual sub-agencies and divisions. By preventing funding for large-scale employee removals within short timeframes, the bill effectively limits the department's ability to conduct rapid workforce reductions.
