HR 2315 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Fairness for High-Skilled Americans Act of 2025
To amend the Immigration and Nationality Act to eliminate the Optional Practical Training Program, and for other purposes.
Summary
The bill would eliminate the Optional Practical Training (OPT) Program for foreign students by prohibiting employment authorization for F-1 visa holders under OPT or any successor program without explicit Congressional authorization. OPT currently allows foreign students to work in the United States for a specified period after graduation. This amendment would end the existing program and require Congress to pass new legislation to establish any similar employment authorization program in the future.
