Summary

The bill would eliminate the Optional Practical Training (OPT) Program for foreign students by prohibiting employment authorization for F-1 visa holders under OPT or any successor program without explicit Congressional authorization. OPT currently allows foreign students to work in the United States for a specified period after graduation. This amendment would end the existing program and require Congress to pass new legislation to establish any similar employment authorization program in the future.
