To amend the Immigration and Nationality Act to prohibit the admission of Chinese nationals as nonimmigrant students, and for other purposes.
Summary
This bill amends the Immigration and Nationality Act to prohibit the admission of Chinese nationals (from the People's Republic of China) as nonimmigrant students. Specifically, it bars Chinese nationals from obtaining F, J, or M visa status—the standard visa categories for foreign students and researchers—when the purpose is to conduct research or pursue a course of study. The effect is to prevent Chinese nationals from studying or conducting research at U.S. educational institutions through standard student visa programs.
