Protecting International Pipelines for Energy Security Act
To prohibit the President from revoking Presidential permits relating to cross-border energy facilities.
Summary
The bill prohibits the President from revoking Presidential permits for the construction, connection, operation, or maintenance of oil or natural gas pipelines and electric transmission facilities, including the portions that cross international borders. Presidential permits issued under several Executive Orders related to cross-border energy infrastructure are protected from revocation by executive action alone. The bill establishes that any revocation of such permits would require authorization through an Act of Congress rather than executive action. The bill defines the scope of protected permits to include border-crossing facilities—the portions of pipelines and transmission facilities located at the United States international boundary.
