A BILL
To establish a cancer research trust fund, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the “Cancer Research Trust Fund Act”.
SEC. 2. CANCER RESEARCH TRUST FUND.
(a) Establishment.—There is established in the Treasury a trust fund to be known as the “Cancer Research Trust Fund” (referred to in this section as the “Fund”) to be consisting of amounts appropriated as provided in this section.
(b) Transfers to Fund.—There are authorized to be appropriated to the Fund amounts equal to ten percent of the total amount collected in gross duties per fiscal year on tobacco and tobacco substitute articles imported into the United States.
(c) Expenditures From Fund.—On request, the Secretary of the Treasury shall transfer from the Fund to the Secretary of Health and Human Services such amounts necessary to carry out the purposes of the Fund.
(d) Purposes of Fund.—
(1) In general.—The Secretary of Health and Human Services (in coordination with the Secretary of War acting through the Director of the Defense Health Agency) shall use amounts made available to the Fund to carry out critical research and development into early cancer screening prevention, treatments, and innovative therapies.
(2) Priorities.—In carrying out the purposes under paragraph (1), the Secretary of Health and Human Services shall prioritize rare cancers and cancers affecting pediatric populations. <all>
