Summary
This joint resolution proposes a constitutional amendment that would prohibit persons who are not U.S. citizens, nationals, or lawful permanent residents from voting in any election. The prohibition would apply to Federal, State, Tribal, and local elections, as well as elections in the District of Columbia and U.S. territories and possessions. The amendment would authorize Congress to enact legislation to enforce this restriction. To become part of the Constitution, the amendment must be ratified by the legislatures of at least three-fourths of the states within seven years of submission.
