HJRES 15 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to ``Energy Conservation Program: Energy Conservation Standards for Commercial Water Heating Equipment''.
Summary
This joint resolution disapproves a final rule issued by the Department of Energy on October 6, 2023, relating to energy conservation standards for commercial water heating equipment. The rule, published in the Federal Register at 88 Fed. Reg. 69686, established new conservation standards that commercial water heating manufacturers would be required to meet. If adopted, this resolution would nullify the rule and prevent it from having any legal force or effect. The resolution uses the Congressional Review Act (chapter 8 of title 5 of the United States Code), which allows Congress to disapprove federal agency rules within a specified time period. Once the rule is disapproved, the Department of Energy would be prohibited from reissuing substantially the same rule without new congressional authorization.
