Proposing an amendment to the Constitution of the United States to repeal the sixteenth article of amendment.
Summary
This joint resolution proposes a constitutional amendment to repeal the sixteenth amendment, which currently authorizes Congress to collect income taxes. Under the proposal, Congress would lose the power to lay and collect income taxes from any source, except during times of war that Congress has declared. The amendment would take effect two years after ratification, and the Treasury Secretary would be required to submit recommendations for implementing legislation within 180 days of ratification. Like all constitutional amendments, this would require approval by two-thirds of both houses of Congress and ratification by three-fourths of the state legislatures.
