HJRES 131 Became Law Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to Coastal Plain Oil and Gas Leasing Program Record of Decision.
Summary
This joint resolution disapproves a rule submitted by the Bureau of Land Management related to the Coastal Plain Oil and Gas Leasing Program Record of Decision, which was issued on December 9, 2024. The Government Accountability Office determined in August 2025 that the record of decision qualifies as a rule under the Congressional Review Act, enabling Congress to disapprove it. If approved, the resolution would nullify the Bureau of Land Management rule, rendering it without force or effect. The House passed the resolution on November 18, 2025. The joint resolution uses the expedited disapproval process under chapter 8 of title 5, United States Code (the Congressional Review Act).
