Summary

This concurrent resolution directs the President to remove United States Armed Forces from hostilities within or against Cuba, pursuant to the War Powers Resolution. The removal would be required unless Congress explicitly authorizes the use of military force through a declaration of war or a specific authorization. The concurrent resolution would need to pass both the House and Senate to direct this action.
